Table 6 SWOT-analysis of thematic surveillance

From: Surveillance of compliance with tobacco regulations in Örebro County, Sweden: a mixed methods study after the ban of test purchases

Strengths

• Good contact and positive approach towards the County Administrative Board

• A structured method that improved the focus on specific variables within surveillance, such as self-monitoring programs

• The method meant that many municipalities in the county worked in the same way which was perceived as positive

W eaknesses

• Focus on some parts of the surveillance might have led to that other parts were neglected

• Not an optimal way to see if the stores really complies with the law (only purchase attempts can give an honest picture)

O pportunities

• Develop the method and perhaps make revisions in the surveillance protocol so that better accuracy can be achieved

T hreats

• The feeling of losing an important tool for surveillance work since purchase attempts cannot longer be used
